Using the coat of arms creator, I will replace the current cashel flag with one more in line with the cities actual coa. I've marked in blue the only part of the file we want to change. Now for baronies you will find their coa near the bottom of the file, so start from the bottom of the file and search for b_cashel, for example.
Again, back up before messing with the save games, any error in format can cause a ctd, you have been warned. You can edit the save games using a simple text editor like notepad. Now simply use to draw your own replacement flag or use an open-source image and use to resize and reformat the image.
